Open Letter To Senator Dillon: The System IS Broken & Corrupt-Demand A New Constitution By The people, Not The Politicians

Dear Senator Dillon,

Greetings! Congratulations and best wishes to you and your family on the important occasion of your commencement of the historic journey as an elected public servant-Honorable Senator of Montserrado County. I write to commend you also for you declaration of assets and slashing of your salary to five thousand dollars (US$5,000.00). While I believe you acted based on what you know to be in the best interest of your constituents, please allow me to make a point of historic information. I would like to bring to your attention a fatal systemic flaw in the design of the constitutions of Liberia at the core of corruption in Liberia; Governments in Liberia were designed as an avenue to enrich and empower Liberian politicians while trapping citizens in poverty for the past 200 years. It’s time to uproot corruption beginning with the flawed design. Join the movement demanding a new constitution designed directly by the people, not the politicians!

Senator Dillon, contrary to what Liberians and the world have been taught and told by the United States of America for two centuries, Liberia was not founded by freed slaves from the United States of America. Rather, Liberia was created by the American Colonization Society, (ACS) and illegally founded by men who were white supremicists, slaveholders and top government officials of the United States. Bushed Washington, 1st President of the ACS was a powerful nephew of President George Washington who

owned 100 slaves. He never set his slaves free nor did he colonize them in Liberia. Bushrod Island in Monrovia was named in honor of this racist and corrupt founding father of Liberia who also doubled as a powerful Associate Justice of the United States Supreme Court. Henry Clay, the 2nd President of the ACS until 1847 was also a founding father of the American Colony of Liberia who owned 50 slaves. Clay oppressed and never set his slaves free to be colonized in Liberia. Clay, who called for the extermination of all Native Americans also served as a powerful Speaker of the House of the United States Congress, Secretary of State and Senator of Kentucky. The primary purpose of all the white supremacists founding fathers of Liberia was to prevent slave revolt and perpetuate slavery in America by banishing all Native Americans to Indian Reservations and colonizing all free Blacks in the United States to a remote lawless colony in Africa. For 200 years Liberia has served its purpose as a colony designed to serve the foreign policy interests of the United States of America by enriching and empowering oppressive Liberian politicians, protecting American Corporations, advancing American Foreign Policy interests while trapping ordinary Liberian Citizens in poverty. It’s time to end corruption: “99 days for rogue, one day for the master.”

Liberia’s problem of corrupt fruits today started with the sowing of a c

orrupt seed two centuries ago. To change Liberia, we must change the corrupt system and sow a new seed because “you reap what you sow.” Two centuries evidence of the conspiracy against African American Settlers (“Free Men Of Color”) and indigenous Liberians by the illegal and corrupt plot of top racist American Government Officials are crystal clear and six-fold:

Black American Settlers deported from the United States to Liberia in 1822 to create room for European Immigrants to inherit the “Land of Opportunities” created by the blood and sweat and tears of Black Americans as well as descendants of indigenous Liberian Tribes subjected to horrific crimes and inhumane brutalities by American Colonizers deserve full compensation for damages and every right to enjoy the benefits of America, the “Land Of Opportunities” before citizens of any country on Earth seeking to work, do business or immigrate to America. The sweat, blood, tears and stolen labor and lands of Liberians created the wealth of America. We have already demanded compensation for all Liberians and a halt to the deadly racial discrimination against Liberians by America and corrupt Liberian officials with excessive salaries in a federal lawsuit.

Every year, over 22 million citizens from 38 countries are allowed to enter the United States without a visa under the American Visa Waiver Program. Liberians desirous of visiting their family members in America are subjected to the highest visa refusal rate not only in West Africa but in the world! Not only are the citizens of visa waiver countries more desirable in America than Liberians, America is more open to our West African Neighbors then they are welcoming to Liberians whose ancestors built America before being denied access and deported illegally. The visa refusal for Liberians in 2018 compared to West African Neighbors is shocking: Liberian visa refuel rate (64.36%), citizens of Sierra Leone (60.56%), Mail (50.6%), Ghana (49.35%), Ivory Coast (33.81%) and Senegal(59.18%). America is still stealing from Liberians through visa denials.

Every year, over 100,000 temporary workers from many countries are allowed in the United States to work and support their families. Liberians are excluded from the desirable foreigners allowed temporary work visas. Thousands of Liberian workers including tens of thousands of college graduates can benefit from the American labor market that is unfairly closed to Liberia but opened to other countries.

Many top Liberian government officials, including over a dozen Liberian Presidents were citizens of the United States who pledge allegiance to the United States and helped to promote American Corporate and Government interests, not the interests of ordinary Liberians who elected them.

Although the Liberian Civil war was plotted, financed and executed from the United States, Liberian refugees who fled to the United States have been denied work permits and their lives have been put at serious risks during deadly winter seasons for decades. These include Liberian Refugee Mothers of American Citizens airlifted to the United States during Operation Shining Express ordered by President Bush in 2003. Neither presidents Bush, Obama, Sirleaf or Weah honored their constitutional obligations to protect their own vulnerable citizens in the face of deadly winter in America and a violent civil war in Liberia. A petition to President Trump will be presented in September by Congressman Jim McGovern to grant equal protection to Liberians. While Liberians languish across America as slaves, America welcomes other nationals to enjoy the sweat of Liberians. For example, the 105th Congress (1997-1998) passed legislation known as NACARA. Under this law, 150,000 Nicaraguans, 200,000 El Salvadorans and 50,000 to adjust to permanent residency status. According to a statement from In 1988, Congress passed a law allowing four national groups who had been allowed to stay in the U.S. at the discretion of the Attorney General to adjust to permanent residency status. They include Poles, Ugandans, Afghanis and Ethiopians who had been here for eleven years.” “The 102nd (1991-1992) Congress passed a law which allowed 52,968 Chinese nationals who had been granted DED after the Tiananmen Square incident to adjust to permanent residency status.

The excessive salaries of Liberian Government officials that is far higher than American Government Officials has angered many Liberians, including activist Martin Kollie. While Liberians are complaining, American Taxpayers who struggle to pay bills have been kept in the dark by the United States Ambassador in Monrovia. Ambassador Elder who erroneously said protest against corruption on Independence day was a bad idea seems to be happy with the excessive salaries and benefits of Liberian Government Officials, many of whom are American Citizens. According to the American Social Security Administration, 38% of American workers earn US$20,000.00 or less annually and 51% of American workers earn US$30,000.00 or less annually. Compare the yearly earnings of American workers to the salaries of corrupt and violent government officials in aid foreign aid dependant countries like Liberia sponsored by American taxpayers.

The entire budget for FY-2017 for Liberia, which is subsidized by American taxpayers,

was US$536 million dollars. The budget for the Liberian Senate Pro Tempore US$1.2 million annually. Additionally, salary and benefits of the Senate Pro Tempore were US$482,203.00 (US$40,184.00 per month), which is higher than the salary of the President of the United States, US$400,000.00 (US$33,333.33 per month), the salary of Speaker of the House in the United States Congress, US$223,500.00 (US$18,625.00), President Pro Tempore United States Congress, US$193,400.00 (US$16,116.66 per month)

Senator Dillon, while your asset declaration is commendable, I would caution you, Sir, your supporters and Liberians in general to realize an important truth. Liberia in its current state is doomed because it was designed to enrich and empower Liberian politicians and advance the foreign policy interests of America. Matthew 12:33 prescribes the ultimate solution to Liberia’s corruption problem: systemic change of the design and the product. “Make a tree good and its fruit will be good, or make a tree corrupt and its fruit will be corrupt, for a tree is recognized by its fruit.” Any country designed to empower and enrich public servants or politicians are empowered to arbitrarily set their own salaries and benefits is doomed, regardless of how arbitrarily high or low the self-appointed salaries and benefits are set. Liberia is on a dangerous and deadly path of retrogression as long as the colonial, broken and corrupt system of governance remain firmly established in this American Colony. The flawed foundation upon which Liberia was built has been crumbling not only since US Navy Captain Robert Stockton and Matilda Newport, the ravaging continues even today with your admirable voluntary asset declaration of 2019 and your arbitrary slashing of your salary in this poverty stricken nation.

Asset declaration should be neither voluntary nor a favor but an obligation enshrined in the law with drastic penalties for individuals who disobey. Hon. Dillon, the time has come for a fresh start for the new Liberia with a new constitution designed by the Citizens, not crooked politicians like our current, past and proposed constitutions. The new Liberia must empower citizens as masters, with powers to vote for public servants, set salaries and benefits of public servants and make laws directly through ballot initiatives, irrespective of their education. Citizens as masters must design the new system that provides equal opportunities for all. Public servants must be public servants-not masters. “99 days for rogue, but one day for master.”

Once again, I urge you to take the lead and demand a new constitution designed by the people, not the politicians, consistent with article one of the Liberian Constitution: Article 1 “All power is inherent in the people. All free governments are instituted by their authority and for their benefit and they have the right to alter and reform the same when their safety and happiness so require.” I thank you for your kind consideration of this important matter.
